They are not finalists, they did not win anything to get this far.

The contest does not have any initial rounds, all girls who enter take part in the final.

Given that they pay the participants for taking part, and it is apparently a lot of fun (chance to do things - while being filmed etc) a number of girls will enter without thought of winning, just for the experience etc.

Gibraltar is a small country, population just over 30,000. Therefore when you consider people who are willing to take part in this kind of thing, the numbers are always small. Therefore I think the 6 finalists bit is probably confusion - I think they were the 6 original entrants, then more signed up to take part just as the signup phase closed.

Alternatively these are the people who were voted things by the girls themselves - e.g. Miss Personality, Miss Friendship, etc. She could easily have been one of these....
